Yeah, it generally IS an option available for all Android phones. Unless the carrier knows what is better for you and decides to prevent you from running anything else.

In this case, much like the old AT&T "knew" all everyone wanted was a black, rotary dial telephone, they "know" that all you want are apps in their marketplace. Thus, they conveniently disabled that option on the phones they provide.
